What's the name of this older arcade game?

The name of this game is not important in my life in any way, and yet I can't shake my need to know it. The game is one I remember from arcades, probably pre-1995. I believe its type is referred to as a "platform" game. You move horizontally through various levels and floors of a warehouse setting with your gun to take out the bad guys, who are hooded. Most areas have balconies and catwalks that you are able to leap up to and down from. When a level is complete, there is a cut scene showing the bad guys' "master control room" with a large monitor and lots of computer controls. The cut scene features some in-your-face organ music, and the bad guy henchmen sometimes move around the head guy and offer a weird salute (or derogatory gesture) in which they kind of punch the air at head level. Please help me.

I'm still researching this but is the protagonist a dark haired gentleman with a red shirt black pants and a shoulder holster?

If i'm not mistaken it had two words in the title.
I called my brother and he thinks it's part of the Golgo 13 series though I doubt that, but it might be worth your while to look into.
